There is one difference with Germany, though - most motorists switch their cars to winter tyres in the autumn. Although it's not legally required, if you are in an accident in winter and your tyres are found not to be suitable for the road conditions, you will be fined/prosecuted. In several other European countries, winter tyres are required by law during certain months. I agree with you regarding snowy roads and driving in Europe.
